CBAM default values for Albania. Including the ones that are not Albanian.
Albania has its own table in Annex I, but it is short: cement, fertilisers, hydrogen and, since the August 2026 correction, high-carbon ferro-chromium. Albanian steel and aluminium have no rows of their own, so an importer without your data takes the higher “other countries” value.

How the Albania table works.
What the Albania table covers
The Albania table gives values for grey clinker and grey cements (route (A)), the nitrogen fertilisers, hydrogen and one ferro-alloy: ferro-chromium with more than 4% carbon. White clinker, white cements, aluminous cement, calcined clay and anhydrous ammonia show “–”.
There are no rows for aluminium and none for iron and steel products. For those goods, and for every “–” field, Annex I directs the importer to the “Other countries and territories” table.
Ferro-chromium and the August 2026 correction
In the version of Annex I published on 31 December 2025, Albania had no value for CN 7202 41. Implementing Regulation (EU) 2026/1740 recognised that the value had been omitted by a transcription mistake and added it, retroactively from 1 January 2026. Albanian high-carbon ferro-chromium therefore carries 2.350 tCO₂e/t from the Albania table. Low-carbon ferro-chromium (7202 49) still falls back to the other countries value of 2.870.
Why Albanian steel is expensive on defaults
Without an Albanian steel table, reinforcing bar from an Albanian plant takes 3.996 tCO₂e/t on route (C), the blast furnace route. With the mark-up that is 4.396 in 2026, 4.795 in 2027 and 5.195 from 2028. A plant that melts scrap in an electric arc furnace, or only rolls bought-in billets, works on a different route from the one the default assumes, and has every reason to give its buyer actual data instead. Steel is charged on direct emissions only, so the gap sits in the plant’s own fuel and process emissions.
Cement default values, Albania.
Cement is charged on direct plus indirect emissions. Route (A) is grey clinker and cement.

Frequently asked questions
Does Albania have CBAM default values for steel?
Only for high-carbon ferro-chromium (CN 7202 41, 2.350 tCO₂e per tonne). Other iron and steel goods have no Albanian rows, so the “Other countries and territories” values apply, for example 3.996 for reinforcing bar.
What changed for Albania in the August 2026 correction?
Implementing Regulation (EU) 2026/1740 added the missing Albanian value for ferro-chromium over 4% carbon and replaced Annex I in full, applicable from 1 January 2026. It also removed the printed mark-up columns for all countries.
Why is the indirect value for Albanian clinker 0.000?
That is the figure printed in the Albania table for grey clinker. Cement goods are charged on direct plus indirect emissions, so the total for grey clinker equals its direct value of 0.870.
What is the default for Albanian aluminium profiles?
Albania has no aluminium rows, so profiles (CN 7604 10 90) take the other countries value of 3.251 tCO₂e per tonne, or 3.576 with the 2026 mark-up.
