CBAM default values for North Macedonia. Steel, ferro-alloys and cement, by CN code.
North Macedonia has its own table in Annex I. Its steel values carry route (E), scrap-based electric arc furnace steel, which puts them among the lowest steel defaults in the region. Ferro-nickel, ferro-chromium and ferro-manganese, cement and fertilisers are listed too. Aluminium is not.

How the North Macedonia table works.
What the North Macedonia table covers
The table lists iron and steel products on route (E), carbon steel from scrap in an electric arc furnace, and some products on route (H), low-alloy steel from scrap. It gives values for ferro-manganese with over 2% carbon, high-carbon ferro-chromium and ferro-nickel, grey clinker and cements, nitrogen fertilisers and hydrogen (10.820 tCO₂e/t).
Fields with “–”, such as pig iron, agglomerated iron ore, low-carbon ferro-alloys, white cements and anhydrous ammonia, fall back to the “Other countries and territories” table. Aluminium has no North Macedonia rows at all, so it falls back too.
A low default is still a default
Because the steel values are already low, a North Macedonian EAF producer may find that its actual direct emissions sit close to the base default. The mark-up still applies: 1.530 becomes 1.683 in 2026, 1.836 in 2027 and 1.989 from 2028. And a default carries no installation detail, so a buyer who wants to show its own customers where its steel came from still needs your data.
Ferro-alloys as precursors
Ferro-alloys under CN 7202 are CBAM goods in their own right and precursors in steel. A steel producer that buys North Macedonian ferro-nickel can use 3.480 tCO₂e/t for it if the supplier sends no actual data. If the country of production cannot be identified at all, Annex IV applies the highest third-country value instead.

Frequently asked questions
What is the CBAM default value for North Macedonian rebar?
CN 7214 20 00 carries 1.530 tCO₂e per tonne on route (E). With the mark-up the importer declares 1.683 in 2026, 1.836 in 2027 and 1.989 from 2028.
What is the CBAM default value for ferro-nickel from North Macedonia?
CN 7202 60 00 has a default of 3.480 tCO₂e per tonne in the North Macedonia table, against 4.014 in the other countries table.
Why does aluminium from North Macedonia use the other countries table?
Annex I has no aluminium rows for North Macedonia. Where a country is not listed for a good, the “Other countries and territories” value applies, for example 3.251 tCO₂e per tonne for profiles.
Is route (E) the same as my production route?
Not necessarily. Route (E) is what the default assumes. Your actual route decides the benchmark used for the free allocation adjustment when you declare actual data, so it should be set per good.
